I am sure that they were tolerant of road cycling (the worse scenario: you might get a word of warning!). Although they do not encourage or stop us riding in the 4-wheels lane, for our own safety, I would not recommend that to anyone unless you were in the early hours and the traffic was light. In my opinion, it's safer out there on these lanes when you are riding with the peloton otherwise you would be in the blind spot all the time and any accident caused by other road users would affect your safety.
